The CMD has been engaged by both Commonwealth and State Governments to design the mechanisms needed to allocate energy resources. In 2013, we completed a major project for the Commonwealth Government to design a cash bidding system to allocate mature offshore petroleum acreage.
More recently, we have been engaged to design the allocation mechanism needed to allocate coal exploration licences and mining leases in NSW. These are complex design problems that will have important economic efficiency and revenue implications for Australia. Where appropriate, we engage leading academics from Australia and overseas to work with our academics and government policy economists to identify allocation mechanisms that are both well-designed and able to be implemented under real world conditions.
